Doesn't look like a fix to me. It's not connected to anything at the top. Looks more like some device that allows a dog to open the door or something.

I've seen the owner a few times in the neighborhood. No dog, it's just her and her son who's like 10 years old.

Ah, that makes more sense, or doesn't, or whatever. I still like the idea of the dog opening the door on it's own and hopping inside. :(
